When a country makes a law , nobody within that country is above it including the authorities .
The Law of not committing murder , is also over the authorities .
If Heroin is illegal for instance it isn't given to the terminally ill .
Yet the state can use capital punishment ?
No the law is for the entire land .
I'm sure Syria has this law , and if proven , are guilty of murder .
Who is to enforce it ?
The United Nations , with countries donating to the cause , and only using force to preserve their own lives .
Enforce the Law .
